There have been three proposals submitted to redevelop Military Circle Mall in Norfolk, Virginia. The three proposals were submitted by musician and Virginia Beach native Pharrell Williams, NFL Hall of Famer Emmitt Smith, and local developer Bruce Thompson.
The teams have a plan to all have different entities and designs for the redevelopment of the space.

Crossroads Partnership, backed by Emmitt Smith and Cris Carter, plans to mix offices, retail, hotel, a park, and a 15,000 seat arena. Their proposal will create an estimate of 3,100 jobs and will generate $1.4 billion in arena net revenue.

Norfolk MC Associates, backed by Bruce Thompson calls his proposal “The Well”. His redevelopment plan involves a $663 million plan around a 9- acre lake with an island in the middle. With that comes a 477,000 square feet office space, with a 200-room hotel, 864 housing units, and 159,000 square feet of retail and entertainment. Along with that, they plan to build a 5,000 seat amphitheater with 3,000 seats for lawn seating.

And last but not least, Pharrell Williams is partnering up with Wellness Circle LLC. The $1.1 billion proposal plans to turn ring road into a walking path and green space. Also, a 15,000-16,5000 seat arena would come with the 1 million square feet space. It will also include and office space that incorporates medical facilities and a 200-room hotel. In conclusion, for housing, it will also have 708 multifamily units, 147 townhome units, and 288 affordable housing units. Pharrell will also have a site for the YELLOW School, a private school sponsored by Williams nonprofit of the same name.
